More than 15,000 Artsakh refugees have not returned to country – Armenia’s National Security Service

According to Armenia’s National Security Service, as of September 1, 2025, a total of 43,875 refugees from Artsakh had left the country, of whom 27,920 have returned. Thus, 15,955 people who left Armenia after September 2023 have not yet returned.
Compared to August, the number of returnees increased by 780. On August 1, 16,735 people had not returned; by early September, that figure had decreased to 15,955.
From fall 2023 to spring 2025, the number of those who did not return remained stable, fluctuating between 11,000 and 12,000. However, since May 2025, a new wave of departures has been observed, resulting in an increase of approximately 4,000 to 5,000 in the number of those still absent.
