‘Civil Contract’ is buying time to maneuver somehow: Rubina Petrosyan

The Armenian authorities have a political majority but lack the two-thirds of votes needed to make constitutional changes. This is what Rubina Petrosyan, lawyer and Candidate of Legal Sciences, said during a discussion on “Domestic political developments in Armenia” at the Alpha Media Centre.

“But since they are very skilled manipulators and know how to find workarounds, here they are certainly buying time to maneuver elsewhere,” she said.

According to Petrosyan, the Constitution of the Republic of Armenia clearly stipulates that obtaining two-thirds of the votes in parliament is required to make constitutional amendments.
