Vahe Hovhannisyan: We do not have access to the budget of Nagorno-Karabakh and we cannot freeze it

The Armenian Finance Minister, Vahe Hovhannisyan, told reporters that the Armenian government does not have access to the budget of Artsakh to freeze it.

“We have the funds that we provide to them. Most of the funds planned for this year have already been provided to Nagorno-Karabakh. By the end of September, we have already distributed a significant amount,” the minister said.

According to Hovhannisyan, they do not plan the cash flows of Artsakh. This is managed by the Ministry of Finance of the Republic, and it is the Ministry that decides when and how much of this amount to spend.
