Russian military expert Yuri Knutov commented to Alpha News on the statement of Azerbaijani Foreign Minister Jeyhun Bayramov that Armenia should not miss the chance to conclude a peace treaty with Azerbaijan.

According to the expert, Azerbaijan does not want to delay this process due to the changing international situation, which may not play in its favor.

“Azerbaijan understands that the international situation is changing dramatically, and any situation regarding any issue may actually change. Due to various unexpected circumstances, Turkiye, Russia, and Armenia may change their positions. I mean the Middle East and the events that are currently taking place in this area. One American carrier group seems to have gone to Iran; the second is in the Middle East and Transcaucasia, also within the range of missiles, including American ones. All this affects the current situation, and therefore Azerbaijan would like not to delay this process and to find some solution that is more or less quick and satisfactory to all parties,” Knutov said.

According to the military expert, the issue of recognizing Karabakh as part of Azerbaijan is not closed in terms of international law.

“Azerbaijan fears that the question will hang in the air and the treaty will not be signed. And unsigned agreements imply the possibility of the continuation of various conflicts and shelling. And no one will restore the destroyed territories when the agreement is not signed. As for the Karabakh issue, on the one hand, it is verbally recognized that this is the territory of Azerbaijan, but it is not legally formalized. In terms of international law, this means that the issue is not closed,” Knutov said.
