Decree on Artsakh dissolution no longer exists, says country’s presidential advisor

The decree on dissolution of Artsakh no longer exists, Advisor to the President of the Republic Vladimir Grigoryan said in an interview with the RFE/RL Armenian Service.
According to him, the basis for this is the October 19 decree of the President of Artsakh Samvel Shahramanyan, in accordance with which the president, the state minister, members of the government, the National Assembly, the secretary of the security council, law enforcement agencies, the mayor and heads of administrative districts continue to hold office pro bono; that is, without remuneration.

Shahramanyan’s decree also notes that the documents issued on behalf of the Republic of Artsakh after October 1, 2023 are valid.

“Taking into account that decree, we can consider that Mr. Shahramanyan has canceled the decree he signed on September 28. That is, the Republic of Artsakh, the government and all other state bodies will continue their activities after 2024,” Grigoryan said.

He stressed that the decision to dissolve Artsakh was illegal, and after that, a decree was adopted on October 19, as well as a number of legal normative acts, which imply that the Republic of Artsakh will exist after 2024. Grigoryan stated that the issue was discussed with lawyers: “Of course, all this has been discussed. We can assume that the decree of September 28 no longer exists.”
