Two key conditions must be met to sign a peace agreement with Yerevan, Azerbaijani President Ilham Aliyev said after a meeting with German President Frank-Walter Steinmeier.

According to him, first, the OSCE Minsk Group should be abolished. The second issue concerns the Constitution of Armenia.

“As of today, the text of the peace agreement is fully finalized and consists of 17 points. Azerbaijan does not put forward any additional conditions. Our conditions are well-known to Armenia, they are not new. We have been promoting these conditions for a long time. However, so far we have not received a serious response from Armenia. First, the OSCE Minsk Group must be abolished.

The second issue concerns the Constitution of Armenia. There is a reference to the Armenian Independence Act in the Armenian Constitution. It is an integral part of the Constitution. There is a provision there that the legal, historical territory of Azerbaijan is united with Armenia, which we consider an overt territorial claim against us. Therefore, the removal of this provision from the Armenian Constitution is our legitimate demand. Once these two conditions are met, there will be no obstacles to signing a peace agreement. As they say, the ball is in Armenia’s court. If Armenia really wants to sign the peace agreement, it should accept these two legitimate conditions set by Azerbaijan,” he said.
