The member of the National Assembly of Artsakh, Seyran Hayrapetyan, appealed to the Armenian officials to waive fines for violations recorded between September 25 and October 31.

“On behalf of the citizens who were forcibly displaced from the Republic of Artsakh, I appeal to the Government of the Republic of Armenia to FORGIVE fines for violations recorded during driving between September 25 and October 31. Realizing that everyone is equal before the law, the reason for my request is that drivers of the said category drove in Artsakh without speedometer control.

Due to objective reasons, more serious control over tinted windows, insurance, technical inspection, and several other issues was not possible (for about 10 months, due to lack of fuel, cars were almost not used, etc.). Due to the continuous military aggression of the enemy, the blockade, and the unfortunate tragedy at the gas station, followed by the forced displacement, the drivers were driving while experiencing serious mental health problems and without being familiar with the Armenian roads.

If my statement does not reach the relevant department officials, I will present it in written form. My request to our compatriots forcibly displaced from Artsakh is to adapt as soon as possible to the new requirements for us, obey traffic rules and safety, and avoid accidents and fines,” Hayrapetyan said on Facebook.
