Azerbaijan is not a state that will sign a strategic agreement to solve its public image problems, political scientist Ara Poghosyan told Alpha News

“When the Armenian authorities announced their readiness to sign the so-called peace treaty, which, in fact, was more like a framework agreement, on the agreed points before the last stage of negotiations, Azerbaijan refused. Hikmet Hajiyev, Jeyhun Bayramov, and Ilham Aliyev have repeatedly stated from the very beginning that this is unacceptable to them.

In this regard, even though Armenia believed that with the upcoming COP29 in Azerbaijan in November, Baku may sign a peace treaty, it was obvious from the very beginning that Azerbaijan is not a state that will sign a strategic agreement to solve its public image problems,” Ara Poghosyan said.

According to the political scientist, Turkey also needs this agreement, with the help of which the common Turkic problem will be solved.

“The peace treaty for Azerbaijan is not just an Armenian-Azerbaijani problem; this treaty should solve the common Turkic problem. This is evidenced by Turkey’s statements as well.

Moreover, I am sure that this agreement will be signed when a joint consensus is reached between Turkey and Azerbaijan on the provisions of this agreement, and both states will be confident that this agreement will help in the implementation of their long-term strategy and not vice versa.

The rest of the talks after that will be so tense until the Azerbaijani and Turkish sides decide that this is the right time to sign a peace treaty, and they can take more from Armenia under that peace treaty,” Ara Poghosyan concluded.
