ENA interim manager acting very recklessly – David Ghazinyan

The Public Services Regulatory Commission (PSRC) should suspend the activities of the interim manager of the Electric Networks of Armenia (ENA), stated David Ghazinyan, the acting CEO of ENA, during a press conference.

“We all see that the manager is acting very recklessly, without knowing his rights,” Ghazinyan said.

Ghazinyan noted that the government staff has officially acknowledged in writing that the emergency decision of the arbitration court is binding for the parties from the moment it is issued. “In the response, the head of the office mentions that the suspension of proceedings is not mandatory. We also say it is not mandatory. That means that before the latest legislative changes, the commission had the right to initiate proceedings, examine the case, and make decisions, but the arbitration clearly states that the authority to appoint a manager must be restricted. This creates a situation where there is reasonable suspicion that the government is creating an imitation of having expressed its opinion, while the commission is an independent body and must make its own decision,” Ghazinyan added.
