Despite the 2022 reforms, which introduced alternative preventive measures in the Criminal Procedure Code (including house arrest and administrative supervision), these have not been applied in the case of Samvel Karapetyan, lawyer Aram Vardevanyan said in a conversation with journalists.

“Even for today’s authorities, it is obvious that if detention is permanently and constantly applied, this reflects behavior typical of dictatorial regimes,” the lawyer said.

According to him, house arrest has not been applied even once so far.

The lawyer also referred to the situation around the Electricity Networks of Armenia (ENA).

“Scheduling the discussion of Samvel Karapetyan’s preventive measure and the issue of his property rights in the Public Services Regulatory Commission at the same day and time is more than telling, especially since both matters are subject to rejection,” he said.
