Gevorg Danielyan: That decree has no legal force, it was signed under threat
The decree signed by the President of Artsakh, according to which the Republic of Artsakh will cease to exist from January 1, 2024, has no legal force, Gevorg Danielyan, the lawyer and former Minister of Justice, told Alpha News.
“That decree has no legal force, because every legal act can be canceled by the body that issues that decree. In other words, the Republic of Artsakh was not established by any decree of the President of Artsakh and could not be canceled. The fact that the president emphasizes that it was signed under threat is commendable. This also proves that that decree has no legal force,” the lawyer said.
According to him, the competent authorities can apply to the Supreme Court of the Republic of Artsakh, which can hold a session and recognize that decree as invalid and unconstitutional.
“I can only welcome the decree from the point of view that, at least in terms of content, it shows that it was signed under threat,” Danielyan said.
