MFA: Process of constitutional changes is Armenia’s internal affair

Elchin Amirbekov, the Azerbaijani president’s envoy for special assignments, in an interview with the RFE/RL, reiterated his leader’s statement that if Armenia does not change its Constitution, a peace treaty will not be signed.

He also said that the Armenian Prime Minister discussed the issue of changing the Constitution with representatives of the Azerbaijani government. According to him, Pashinyan asked for time to adopt a new Constitution.

Factor.am sent a written inquiry to the Armenian Foreign Ministry regarding the statement by Aliyev’s representative. The Armenian Foreign Ministry replied that the process of constitutional changes is an internal matter of the Republic of Armenia.

It should be noted that Azerbaijan considers the Armenian Constitution’s reference to the Declaration of Independence problematic since it is based on the decision “on the reunification of Soviet Armenia and Nagorno-Karabakh” adopted back in 1989. Azerbaijan views this decision as territorial claims.

In May, the Armenian Prime Minister instructed to draft a new Constitution and approve it by December 30, 2026.
