Tigran Ter-Margaryan, the head of the Nor Nork administrative district, along with employees of the district administration, brutally assaulted activist Artur Chakhoyan.
Artur Chakhoyan had previously informed Ter-Margaryan of his intention to participate in a public discussion organized by the district head.
In the district head’s reception room, the activist was met by an employee of the district administration, who called on him to speak after the discussion and then stated that Chakhoyan was “a bad guy.”
Another employee struck Chakhoyan from behind, and other employees joined him. Ter-Margaryan himself emerged from his office and physically assaulted Chakhoyan with his fists.
The police detained Chakhoyan following the incident.
“Violence in any form is unacceptable. At the same time, it should be noted that insults and any behavior degrading to a person’s dignity are also forms of violence and cannot be justified under the guise of freedom of speech,” the Yerevan Mayor’s office noted.
