Peace treaty is campaign document – Robert Kocharyan

If a peace treaty lacks guarantees, it is merely a campaign document, said Armenia’s second president Robert Kocharyan during a press conference, responding to a question about why the main issue on the Armenian-Azerbaijani agenda has become the unblocking of roads.
“In Armenia in 2020—during the 44-day war—martial law was declared, and we lost. But in 1992–94, martial law and mobilization were not declared, and we won. An interesting comparison, isn’t it? A peace treaty, if signed, is good, not bad. But if the document has no guarantors, if it doesn’t include any international mechanisms that would be activated in case of violation, it is simply not a document. It is more of an election tool, a campaign instrument, rather than a document about peace,” Kocharyan said.
