Erdogan is the architect of the new constitution, the Declaration of Independence and the Fourth Republic of Armenia

Do you remember what happened on September 26, 2024? No, Pashinyan didn’t fly to Prague, nor did he once again recognize Artsakh as Azerbaijani. No, Azerbaijan didn’t occupy another part of Armenia’s territory. Yet something occurred that, in substance, is no less dangerous than the surrender of Artsakh or the occupation of Armenian territories. By its decision of September 26, the Constitutional Court of Armenia effectively invalidated the reference to the Declaration of Independence in the preamble to the Constitution of the Republic of Armenia.

The Declaration, as you know, mentions the reunification of the “Armenian SSR and the Nagorno-Karabakh Autonomous Region.” For many months, the Armenian authorities, in response to Baku’s demands to change the Armenian Constitution, publicly stated that on September 26, 2024, the Constitutional Court adopted a decision that dispels all Baku’s fears. But these were public statements, and behind the scenes, the Armenian authorities committed themselves to changing the Constitution, and not only the Constitution…

On September 20, 2025, the public once again understood that Ilham Aliyev is more open with the citizens of Armenia than Nikol Pashinyan, and that Aliyev reports on upcoming events earlier than the Armenian government does. On September 20, during the meeting of the Civil Contract party, Nikol Pashinyan declared not only his desire to change the Constitution, but also his goal to establish a Fourth republic.

The thing is that the Declaration of Independence is an immutable document, and therefore simply removing it from the new Constitution’s text does not nullify its existence. It is for this reason that Pashinyan is going to destroy the Third Republic.

After the elections, if re-elected, Pashinyan will not only change the Constitution. Turkey needs him to complete the dismantling of Armenia’s security architecture: withdrawing from the CSTO, removing the 102nd Russian military base, expelling Russian border guards, and unilaterally terminating the Treaty of Friendship, Cooperation, and Mutual Assistance with Russia. To achieve this, Pashinyan requires a new five-year mandate—from 2026 to 2031. Once these steps are taken, Turks and Azerbaijanis may figuratively “enter Yerevan by taxi.” That’s exactly what Pashinyan’s speech was about.

Pashinyan announced Erdogan’s program for Armenia for 2026-2031. How will political forces respond? How will Armenian society respond? Time and the political process will show. However, it is clear that if Erdogan’s concept of a “Fourth Turkish Republic of Armenia” wins, the risk of repeating the Artsakh scenario across Armenia will rise dramatically.

The choice of each citizen of Armenia will determine whether they will stay in their home, whether their children will be able to live and thrive in their homeland. And this is not emotional rhetoric. It is a harsh reality.
