Regulator to revoke distribution license of Samvel Karapetyan’s ENA – Ghazinyan

Former acting CEO of ENA, David Ghazinyan, wrote on social media that the Public Services Regulatory Commission (PSRC) plans to revoke the distribution license of Electric Networks of Armenia (ENA), owned by Samvel Karapetyan, on November 13.

“This decision reveals the deeper political goals of the authorities—the beginning of a new, open stage of property redistribution. Terminating the license without any market or technical grounds means a clear encroachment on property rights. It is equivalent to expropriation under the guise of compensation, which contradicts Article 60 of the Constitution of Armenia, as well as the principles of stability and predictability in the energy sector,” Ghazinyan wrote.
