Tigran Avinyan, a candidate from the ruling Civil Contract Party, was elected mayor of Yerevan at a meeting of the newly elected City Council.
The meeting was attended only by members of the City Council from the parties Civil Contract, Hanrapetutyun and Public Voice, while the members of the Mother Armenia bloc and former Mayor Hayk Marutyan were not present.
Elections to the Yerevan City Council were held on September 17. None of the 5 forces managed to gain a majority of votes, which meant that in order to form the city government, they had to form a coalition.
However, no coalition was formed. Former Mayor Hayk Marutyan proposed to two other opposition forces — the Mother Armenia and the Public Voice to elect him to the post of mayor of Yerevan without written consent, Andranik Tevanyan agreed with this proposal, but Vardan Ghukasyan from the Public Voice did not. He demanded that his party be given a leadership position in the municipality, which, according to him, could not happen without written consent.
