US now views world differently: Russia is no longer threat – Pavel Dubravskiy

Political strategist and head of “Dubravskiy Consulting” Pavel Dubravskiy spoke to Alpha News about what the new US National Security Strategy means for the world. According to him, the United States is reassessing its position globally.

“In the 2017 National Security Strategy under Donald Trump, the word ‘threat’ was not explicitly used, but from the context it was clear that Russia was perceived as one. Under Biden, in his 2022 National Security Strategy, it was the same. But today’s National Security Strategy is a mixture of strategy and, rather, a political manifesto. The US now views the world differently: Russia is no longer a threat, China is the main enemy, but that has already been the case for quite some time in all their programmatic documents. Europe is not seen as an ally but rather as a junior partner expected to handle issues problematic for the US, such as the Russia–Ukraine conflict and its consequences or influence in the CIS region. Meanwhile, the US is focusing on other regions and priorities,” Dubravskiy said.

According to the political analyst, the new US National Security Strategy envisions cooperation with Russia on key points and directions.

“The US has reconsidered its role in the world. They no longer pay through various USAID programs and organizations—commercial and non-commercial—around the world to support regimes similar to theirs or those aspiring to be like them. That’s the first point—Trump directly refuses this. Second: we see a subtle separation from the European Union, at least ideologically, because it is stated there that the European Union has abandoned its legal foundations, there are problems with democracy, problems with illegal migration—and migration in general, population replacement. Accordingly, the US views this extremely negatively. And we can add a third conclusion: the role of Russia and relations with Russia have been reconsidered. Russia is no longer a threat—and this is very important, because previously one of Russia’s main complaints against the US was that every four years the president changes, and with that foreign policy can change, while Russia needs stability. And stability, according to US documents, was the perception of Russia as a threat.

With the change of this document—it is clear that this is also a rhetorical device, but nevertheless it is a very important document that defines the activities and policies of all government bodies, especially in US foreign policy—it creates a basis for negotiations and for cooperation with the US. Not to become allies, I emphasize, because that is not envisioned. The White House press secretary, back in July, said that Russia is perceived as a competitor in the region, but not as an ally, obviously. But the new National Security Strategy envisions cooperation on key important points and directions. And I believe this is what truly matters,” Dubravskiy concluded.
