Vahe Grigoryan: In order for Armenia to be legally defeated, they are seeking to change the Constitution

Why are the presidents of Turkiye and Azerbaijan interested in changing the Armenian Constitution? Constitutional law expert Vahe Grigoryan gave the answer to this question live on Alpha News.

“After the end of the 44-day war in 2020, both Ilham Aliyev and the President of Turkiye made it clear in their statements that the Republic of Armenia must change the Constitution. Why are the presidents of Turkiye and Azerbaijan interested in changing the Constitution of Armenia? Our enemy operates on at least several fronts: the first is political, the second is military, and the third is legal. The latter comes to confirm, consolidate and give legal form to all the enemy’s successes,” Vahe Grigoryan said.

He noted that the enemy is now trying to achieve success in the legal field.

“The situation in Armenia and Artsakh and the fact that there are currently no Armenians on the territory of Artsakh have pushed the enemy to the last point․ Now they just need to legally consolidate their victory, and the preamble to the Armenian Constitution, which is an integral part of the Constitution, is considered an obstacle to this. The preamble refers to the Declaration of Independence and its principles and goals.

One of the principles is Armenia’s commitment to supporting the rights of the Armenians of Nagorno-Karabakh, and the other is raising the issue of international recognition of the Armenian Genocide as state policy. In order for Armenia to be defeated within the legal framework of the highest fundamental law, they are already seeking to change the Constitution of the Republic,” the expert said.

He stressed that people would be pushed to a referendum to legitimize constitutional changes.

“It should be made clear that even the person who announced constitutional changes or similar intentions said that there would be no changes to the governance model or that they did not plan to introduce them. That is, if the governance model does not change, what should change? Basically, there will be several technical and formal changes. For example, the motto would be: Say ‘Yes!’ to Peace. This is how they will push the people to legalize the Constitution that resonates with the ‘era of peace’,” Vahe Grigoryan concluded.
