Where are the opinions of other bodies on the ENA nationalization draft? Artsvik Minasyan

The National Assembly is reviewing, in its second reading, draft amendments to the laws “On the Public Services Regulatory Commission” and “On Energy,” authored by the Civil Contract faction, which propose the nationalization of the Electric Networks of Armenia (ENA).
Artsvik Minasyan, a member of the Armenia parliamentary faction, two key questions remain unanswered following yesterday’s debate—and have only deepened existing doubts. He directed questions to the main rapporteur of the bills, Vladimir Vardanyan.
“In your opinion, as Chair of the Committee on State and Legal Affairs, were the requirements for the introduction of the draft law, collecting opinions, and holding a full discussion in the National Assembly met or not?
The second question concerns constitutionality, international obligations, and the uncontrollable financial and investment risks for the Armenian citizens and Armenia. These questions remained unanswered. Who will pay the growing sums to the citizens of Armenia as a result of this transaction? Which entities does this change apply to?” Minasyan asked.
Vardanyan, the Civil Contract faction MP and main rapporteur, said that the draft was published on the official website of the National Assembly, and everyone had the opportunity to discuss and comment on it.
“There were no restrictions,” he noted. However, Artsvik Minasyan objected, saying that the package requires the opinions of interested entities.
“Where are the opinions from the Ministry of Justice and the Public Services Regulatory Commission? And also clarify exactly which entities are affected by this change,” the MP added.
Vardanyan, in turn, noted that this is not only about the ENA but also about all facilities that play a crucial role in the energy sector.
