The press secretary of the Prime Minister, Nazeli Baghdasaryan, commented on the latest statements of Azerbaijani President Ilham Aliyev in an interview with the Armenpress.
When asked if initialing the agreement is an acceptable option, when Aliyev continues to put forward the amendment of the Armenian Constitution and the dissolution of the Minsk Group as a precondition, the spokesman noted:
“The Prime Minister of the Republic of Armenia stated that Armenia and Azerbaijan are very close to signing a peace agreement. As for the dissolution of the Minsk Group mechanisms and the possible initialing of the peace agreement, this is an understandable agenda for the Republic of Armenia, and active discussions are underway on the conditions under which this may happen.
As for the constitutional issue, the Prime Minister of Armenia has repeatedly stated that if, after signing the peace agreement, the Constitutional Court of Armenia finds it to be contrary to the Constitution, the Prime Minister himself initiates constitutional changes in Armenia. There is still no reason for this, since the Constitutional Court of the Republic of Armenia, by a decision of September 2024, established, that our Constitution has no territorial requirements for any country. Prime Minister Pashinyan touched upon these topics in detail during the discussion of the progress and results report on the implementation of the Government of the Republic of Armenia’s program for 2021-2026 for 2024 and in his extensive speeches at the Yerevan Dialogue Conference.
Baghdasaryan also noted that Pashinyan discussed the need to adopt a new Constitution of the Republic of Armenia back in 2018-2020, and now this issue is under active institutional discussion. But this is a matter of Armenia’s internal agenda and has nothing to do with negotiations with Azerbaijan.
