Colombian activist Luis Carlos Rúa, known for exposing corruption schemes and unfinished construction projects while wearing a plush “white elephant” costume, showed up in the same outfit for his official swearing-in ceremony at the Senate.
He formally took office in July, refusing to remove the animal mask for the official photo session.
In Latin America, the term “white elephant” is used to describe costly, abandoned, or useless state infrastructure projects funded by the public budget.
