The railway is the property of Armenia and is only under the management of Russian Railways. This was stated by the Prime Minister of the Republic of Armenia, Nikol Pashinyan, during his speech in the National Assembly.
“We respect Russia and its interests, but due to the fact that Armenia’s railway is under Russian management, we are now facing the risk of missing this historic opportunity to integrate Armenia into the international railway network.” “We cannot afford to miss this historic opportunity,” he said, asking his Russian partners to show flexibility and sell the concession right to a third country that would be acceptable to both Armenia and the Russian Federation.
