European Parliament to vote on liberalizing about 80% of Armenia’s exports to EU

On September 15, the European Parliament will hold a vote on a bill on temporary trade liberalization measures for Armenian goods. The document provides for the temporary lifting of import duties on approximately 80% of Armenia’s exports to the European Union.

The issue is included on the agenda of the EP plenary session, which will take place September 14–17 in Strasbourg. The bill in question is “On temporary trade liberalization measures applicable to goods from Armenia” (2026/0189 (COD)).

On September 2, the EU Council approved the European Commission’s proposal without changes, thereby opening the way for its swift final adoption by the European Parliament. The proposed measures provide for a temporary suspension of import duties on a wide range of Armenian goods. At the same time, tariff quotas will apply to certain agricultural goods, and the preferential regime itself will be accompanied by safeguard mechanisms for the European market. After the EP formally approves its position, the EU Council must give final approval to the regulation. The document will enter into force the day after its publication in the Official Journal of the EU and will apply for two years.

The EU Council noted that the new measures are aimed at supporting the Armenian economy following the trade restrictions imposed by Russia, which have affected Armenian exports and transit.
