“Amending Armenia’s Constitution is the last step toward a peace agreement”: Hajiyev

Azerbaijan is waiting for only one final step: amendments to Armenia’s Constitution concerning territorial claims against Azerbaijan, after which a final peace agreement will become a reality. This was stated by Hikmet Hajiyev, Assistant to the President of Azerbaijan, at the CAMCA 2026 Regional Forum in Baku, Azerbaijani media report.
According to him, peace and security have been established in the South Caucasus, but it is important to make them lasting. He noted that “the Armenian-Azerbaijani conflict, which lasted for many years, has been settled, and Azerbaijan has demonstrated strategic patience and leadership.”
“We have always said that we won the war, but it was important to do one more thing: win the peace. This was indeed an extremely difficult task that required strategic thinking, patience and the president’s leadership,” the presidential assistant stressed.
Hajiyev said that “there is now de facto peace in the region.” “Since the first days of our independence, we have not had enough peace on the ground. But now we are working hard, and today there is de facto peace in the region. However, peace must not remain only on paper,” he noted.
Hajiyev added that the relevant amendments to Armenia’s Constitution are expected before the peace agreement can be finalized.
“We are waiting for only one last step: amendments to Armenia’s Constitution concerning territorial claims against Azerbaijan. After that, I think, the final peace agreement will become a reality,” he said.
Hajiyev added that Azerbaijan calls on the Armenian government to work actively to prepare its society for peace.
According to him, “official Baku is concerned about certain trends in Armenian society, in particular the presence of forces with considerable influence.”
“Another alarming factor is that revanchist sentiments persist among Armenian youth. This is an important point. That is why we also call on the Armenian government to work actively to prepare its society for peace,” he said.
Hajiyev emphasized that “Azerbaijan has a strategic determination to continue the peace agenda, strengthen it in practice and build a peace architecture that can ensure lasting peace and stability for the Armenian and Azerbaijani peoples.” “That is why we always say that we want to make this peace not only with the Armenian government and the country’s prime minister, but with the Armenian people. And that is why we still expect Armenia’s Constitution to be changed. Of course, this is an internal matter, and we are completely refraining from interfering in this process,” he added.
