Constitutional Court to review constitutionality of restriction on citizens’ voting rights in Armenia

The Constitutional Court will review the constitutionality of a new provision that strips voting rights from Armenian citizens who were absent from Armenia for at least one year over the past two years, the Armenia bloc reports.

Opposition deputies of the 8th convocation of the National Assembly have appealed to the Constitutional Court, challenging a new resolution adopted by the ruling party on July 3, 2026, under which citizens of Armenia who were not in their homeland for at least half of the past two years, that is, one year, before the publication of voter lists are stripped of their right to vote.

The Constitutional Court has accepted for review an application to determine the compliance with the Constitution of Article 2 of the constitutional law “Electoral Code of the Republic of Armenia” and Article 3 of the constitutional law “On the Referendum.”

The hearing in the case has been scheduled for December 22, 2026, at 11: 00. It will be conducted in written form.

Judge A. Vagharshyan of the Constitutional Court has been appointed rapporteur in the case, and the National Assembly will be named as the respondent in the proceedings.
