Where have the funds Armenia received from international partners gone? Were they also directed to housing construction programs? How much was received, and how was it spent? These were the questions put to the authorities from the National Assembly rostrum by Anna Grigoryan, head of the Armenia parliamentary faction.

According to her, in 2025 the National Assembly ratified a loan agreement under which Armenia was provided with $250 million to address the housing problems of people forcibly displaced from Artsakh. However, the lawmaker said, less than a year later the government is again raising the question of the need to take out a $250 million loan.

“Was this amount spent within a year? Was the program implemented properly, given that we have again decided to take out a $250 million loan? Last year, the citizens of the Republic of Armenia already took on the burden of $250 million. I am sure this sum did not go toward buying apartments for these 5,000 families, because $250 million is a much larger amount. What was the need now to take out yet another $250 million loan?” Grigoryan said in bewilderment.
