Compared to what is happening today, the November 9 document could even be called a dream document. It also envisioned the continued existence of Artsakh, stated Armenia’s second president Robert Kocharyan during his press conference.

“The United States is not a country with which you can sign a document and then cancel it a month, two, or six later and say it is no longer valid. That’s quite difficult. But that doesn’t mean we must comply with everything the United States says. No. The US was strongly opposed to the construction of a gas pipeline between Iran and Armenia. But we built it anyway. Several delegations came to Armenia specifically to tell me they were opposed. We still built it and maintained relations with the US. Armenia is even included in the Millennium Challenge program. The more appropriate path is diplomacy—not to say we reject something, but to try to expand the project,” the president emphasized.
