Armenia among countries with lowest level of AI adoption – Microsoft report

Microsoft has released a global report on the adoption of artificial intelligence technologies. The report reflects how 170 countries around the world use AI in the economy, science, and public administration. According to the report, Armenia’s AI diffusion rate is just 6.2%—one of the lowest figures among countries in Europe and the Middle East.
Published in October, the Microsoft AI Diffusion Report 2025 has become one of the largest studies on the spread of AI. It was prepared by Microsoft analysts together with Oxford Economics and the LinkedIn Economic Graph, examining the dynamics of AI tool adoption in 170 countries. The dataset included figures from 2024–2025, covering the private sector, education, science, and government.
Armenia ended up at the bottom of the global table—among countries where AI adoption remains largely symbolic. Other countries include Cambodia (4.6%), Tajikistan (5.1%), Turkmenistan (5.1%), Afghanistan (5.1%), Uzbekistan (5.7%), Cuba (5.7%), Rwanda (6.0%), Laos (6.0%), and Sri Lanka (6.2%).
Compared with its neighbors, the situation looks striking: in Georgia, AI diffusion reaches 17.3%, in Azerbaijan 14.2%, in Turkey 13.4%, in Iran 9.6%, and in Russia 7.6%. Thus, Armenia lags behind all countries in the region, despite having similar starting conditions.
