Yerevan and Baku still have much to do to make normalization process irreversible – Russian Foreign Ministry

The Russian Foreign Ministry has issued a statement marking the fifth anniversary of the agreements reached by the leaders of Russia, Azerbaijan, and Armenia to end hostilities in the Nagorno-Karabakh conflict zone.
“On November 9, 2025, five years will have passed since the signing of the statement by Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev, and Armenian Prime Minister Nikol Pashinyan on the complete cessation of fire and all military actions in the Nagorno-Karabakh conflict zone. The lengthy negotiations of the three leaders put an end to bloodshed and launched a set of measures to establish peaceful life in the region.
Taken together, the four high-level statements form a ‘roadmap’ for the peace process. These agreements remain in force and have not lost their relevance. The important groundwork laid in the trilateral format is actively used by both Azerbaijan and Armenia, including in direct dialogue. In this context, the Russian side positively assessed the initialing of the draft Agreement on the Establishment of Peace and Interstate Relations between Azerbaijan and Armenia by the foreign ministers of the two countries in Washington on August 8, 2025.
Baku and Yerevan still have much to do to make the normalization of bilateral relations irreversible, including signing a peace treaty, restoring transport and economic communications in the interests of all countries of the South Caucasus and their immediate neighbors, fair delimitation and demarcation of the state border, and establishing effective contacts at the civil society level. The Russian side is ready to continue providing comprehensive assistance to its Azerbaijani and Armenian partners in all areas, including within the framework of the ‘3+3’ regional cooperation platform,” the statement reads.
