Biggest problem in country today is judiciary – Robert Kocharyan

The Constitution has truly become a problem for the country, Armenia’s second president Robert Kocharyan said during a press conference.

According to him, the biggest issue is that the current Constitution gives the executive branch unlimited opportunities to shape all branches of power.

“The biggest problem is the judiciary. It should be the counterbalance, the authority that prevents the kind of ‘lawlessness’ we see at every step,” Kocharyan noted.

Kocharyan emphasized that to solve this issue, the country first of all needs constitutional reforms.

“It is possible to move to a semi-presidential system. But that is a drastic step, and many in the political arena may not accept it, since it implies a certain personalization, which not everyone agrees with. Another option is a parliamentary system, but with the president elected directly by the people. This is the model used by the majority of Eastern European countries,” he concluded.
