“Better to just shut down the CEC”: Hovhannes Khudoyan speaks before Constitutional Court

As part of the Constitutional Court’s review of the complaints submitted by 7 political forces, lawyer Hovhannes Khudoyan also delivered a lengthy and pointed speech. In his closing statement, he placed at the forefront not the narrow interests of individual parties, but the protection of voters’ constitutional rights, presenting in detail the violations of law that took place during the electoral process, along with mathematical evidence for them.

Khudoyan noted that the Central Election Commission failed to fulfill its mission and displayed complete inaction during the elections, conducting no administrative proceedings whatsoever in response to the reports it received about the abuse of administrative resources.

“If oversight is never going to work through administrative proceedings or other procedures, then why does it exist at all, why does the Central Election Commission exist at all? If this is what they’re supposed to be doing, if they’re supposed to be the organizers of pre-election events and events on voting day, then it would be better to just shut down the CEC altogether and instead allocate that money from the state budget to the company Domino Production, which would certainly organize these events better,” Khudoyan noted.
