Decree on Artsakh dissolution does not and cannot have legal force, says Karen Bekaryan

The decree on the dissolution of Artsakh does not and cannot have legal force, political scientist Karen Bekaryan told Alpha News.

“We will continue to have the Republic of Artsakh because the decree signed by the President of Artsakh did not and could not have legal force, since the country cannot be dissolved by a decree of the President of the country. It is impossible to dissolve even any LLC, NGO, closed or open joint stock company with the signature of the current president. There are certain procedures, there are powers. In the end, there is the Constitution,” Bekaryan said.

The political scientist emphasized that the decree on the dissolution of Artsakh was signed through blackmail on the part of Azerbaijan.

“The fact that this document initially had no legal force or value was clear. It was signed forcibly, through blackmail from Azerbaijan. Therefore, no matter who or what anyone says today, Artsakh is not and cannot be dissolved.

We just saw one document, according to which the President of Artsakh, by his decree, canceled the previous decree signed by him. This is abnormal, and in legal terms, the dissolution of Artsakh cannot happen this way,” Bekaryan concluded.
