As part of the Constitutional Court proceedings in the case challenging the election results, Aram Orbelyan, a lawyer and representative of the “Prosperous Armenia” party, told journalists about violations of ballot secrecy during the electoral process, in particular, about the transparency of the envelopes used for ballots as well as about the large-scale use of administrative resources and possible scenarios for the distribution of mandates.

“The Minister of Justice and the representative of Civil Contract were puzzled as to why this investigation was even being conducted, saying that, in their view, who could possibly think to hold an envelope up to the light to see who voted for whom. Understanding that this was possible, they brought dark envelopes. Inside the envelopes there was a dark layer, so that they weren’t supposed to be see-through… But there were also completely transparent envelopes,” Orbelyan noted.
