“Ilham, you are great!”: Trump extends waiver for Baku under Section 907

Donald Trump, President of the United States, has sent Azerbaijani President Ilham Aliyev a memorandum extending the waiver of Section 907 of the Freedom Support Act.

The document is dated August 8, 2025, and states that maintaining the waiver is necessary to support U.S. efforts to combat international terrorism, ensure the operational readiness of the U.S. Armed Forces and their allies, and strengthen Azerbaijan’s border security.

It is also emphasized that the assistance provided must not be used against Armenia and must not hinder progress in the peace process between Yerevan and Baku.

Particular attention was drawn to Trump’s handwritten note, “Ilham, you are great!”, to which Aliyev responded by thanking the U.S. president, stating that he “highly appreciates this thoughtful and kind gesture and regards it with great respect.”
