As part of the long-term housing program for residents of Artsakh, about 8,000 Artsakh families received housing certificates, but only 4,000 of them managed to redeem them and finally resolve their housing problems. This was stated by Gegham Stepanyan, Ombudsman of Artsakh, during a discussion of the socioeconomic and legal problems facing Artsakh Armenians and related solutions.

“People take the certificates but don’t know how to redeem them, because they can’t find a suitable apartment that meets the requirements and has an adequate price,” he said.

According to Stepanyan, the problem is especially apparent when it comes to the mismatch between apartment prices on the real estate market and the requirements set by the program. He noted that even in areas near Yerevan, apartment prices are too high, while finding apartments that meet the program’s criteria is quite difficult.
