In Armenia, detention is effectively carried out not as punishment but as inhumane treatment, Aram Vardevanyan, Deputy Speaker of the National Assembly, said during the parliamentary debate on the draft law “On the State Budget of the Republic of Armenia for 2027,” referring to problems in penitentiary institutions.

According to him, all penitentiary institutions have fundamental problems.

Speaking about the detention conditions of specific individuals, Srbuhi Galyan, Minister of Justice, suggested discussing the issue in the National Assembly. “If you are talking about the specific conditions in which specific people are held, for example, your associates, let’s discuss them here. I can go through the conditions of each of them one by one, and I can even tell you what steps we have taken to accommodate these people in response to the applications submitted,” she said.
