Ministry of Internal Affairs of Russia introduces procedure for deregistering citizens in cases of fictitious registration

Ministry of Internal Affairs of Russia has developed a procedure for deregistering citizens if fictitious registration is identified. The new rules come into force on May 1.
Under the updated regulations, a decision to deregister a person can only be made if there is an official procedural act such as a court verdict, a judicial ruling, or a decision on an administrative offense. Previously, this could be done based on the results of an internal review.
Three categories of people are considered at risk: paper based residents who do not intend to actually live at the registered address; property owners who allowed fictitious registration; and individuals who have already received a formal procedural decision confirming a violation.
