The Russian State Duma has passed a number of federal laws aimed at tightening control over migrants. Foreign nationals entering the Russian Federation are currently required to undergo a medical examination for the use of narcotic and psychotropic substances, as well as for infectious diseases.
The adopted measures shorten the mandatory timeframe for undergoing a medical examination from 90 to 30 days for all migrants who have come to the country for a period of more than three months.
Medical organizations are required to submit information within 24 hours:
🔹to the Russian Ministry of Internal Affairs — on completed medical findings;
🔹to Rospotrebnadzor — on the detection of an infectious disease in a migrant.
In such cases, the individual will be promptly deported.
Administrative liability is being introduced for foreign nationals who evade medical examination.
The fine for this offense will be up to 50,000 rubles, with the possibility of expulsion from the country by court order.
Enhanced criminal liability is being established for the forgery and circulation of official documents falsely attesting to the absence of diseases that pose a danger to others.
Commission of such a crime will be punishable by up to 8 years of imprisonment and a fine of up to 3 million rubles.
